While developing the 4-5-1 plan, all of the districts have been speaking to residents, businesses and organisations across the county to find out their views on local government reorganisation.
You gave us lots of helpful feedback, including letting us know what’s important to you, what you want to see from reorganisation, and what you want to see from LGR here in Devon.

We want better roads, public transport, housing and services in general
Under Reimagining Devon, accountability couldn’t be clearer; your new local unitary authority will cover all your services, from bin collections to fixing the roads.
With one council running all of your services, you’ll know exactly who to contact should you need something from us.
We want strong community involvement in democracy
Creating three councils for Devon will mean more accessible and responsive local councillors, and strong local leadership.
It will ensure your voices are heard and will shape the decisions being made in your area.


​We want a council that understands our area
Reimagining Devon reflects established relationships with communities, including travel to work patterns, shopping patterns, education provision and hospital catchments, alongside cultural and historical context.
It reflects existing relationships between our communities, and councillors and staff who understand the issues affecting where you live. It also will be the best plan to preserve local identity and community relationships.
We want services which offer value for money
Providing high quality services is at the heart of the Reimagining Devon proposal.
The 4-5-1 proposal is fully costed, with a robust financial plan that should ensure services provide Devon taxpayers with good value for money.
