Reimagining Devon

The Government is changing council structures across the county

For Devon, this means the current “two tier” system with a county council and eight district councils will end.

Existing councils have been asked by the government to put together proposals for new “unitary” councils, which deliver all the services currently provided by the two-tier system in the best way possible.

About the Reimagining Devon proposal

Seven of Devon’s councils – East Devon, Mid Devon, North Devon, South Hams, Teignbridge, Torridge, West Devon - have all worked together to create the Reimagining Devon Case for Change, a bold plan for Local Government Reorganisation that we think is best for the county. The plan has also received input from Torbay Council, especially in relation to services such as children’s and adult services.

The plan proposes three unitary authorities:

  • Torbay and Southern Devon – South Hams, Teignbridge, Torbay and West Devon

  • Exeter and Northern Devon – East Devon, Exeter, Mid Devon, North Devon and Torridge

  • Plymouth – on its existing footprint

Why Reimagining Devon is the best choice for the country

  • It is a plan that works for all of Devon

  • It ensures your council has a sound financial footing and provides good value for money

  • It forges closer relationships between councillors and the public

  • It encourages economic growth

  • It improves on the joining up of public sector services

  • It is built on an understanding of people and place

The benefits of unitary councils

This site is promoted by the majority of Devon’s district and borough councils - East Devon, Mid Devon, North Devon, South Hams, Teignbridge, Torridge, and West Devon – and the development of Reimagining Devon has been supported by Torbay Council. It provides information about the Reimagining Devon proposal for Local Government Reorganisation (LGR).
